No real expert here, just an opinionated old amateur.
Varnish: use a good bristle-brush. I like Man O' War, but also like Z-Spar Captain's. My best results with Z-Spar came when I used half a Budweiser can to dip varnish out of. I think the beer residue did something beneficial to the finish.
Paint: I love Kirby's paints, out of New Bedford, MA. Great colors, and wonderful old family business. Put it on with anything you like - foam or bristle.
