Sanding High Build Primer

I just applied the high build primer on the hull of my son's ch14. It is now white with spots (bugs really like high build primer).
I am hoping to sand it down tomorrow night after work. Anyone have experience here that can give tips and a time estimate for sanding the high build? I don't even know whether to do it by hand or use the random orbital.
Also, I'm wondering how many coats of paint I'll need to apply... the hull will be navy blue.
