Waterproof bulkheads?

Is it absolutely necessary to have waterproof bulkheads. After planing the sheer clamps it appears as thought there is a space between the bulkhead and the planing guide (deck) that will not be completly filled by Cab-O-Sil thickened epoxy. It is at the top, but I wonder if there should be a rubber strip to help keep the two compartments seperate. I plan on decking the hull within the week.
