Rudder lines - thru deck?

Unless I am mistaken, the rudder install directions call for running the cables through the deck and through the bulkheads. Well no matter how you coat these holes, it seems you would compromise the watertightness design. There must be another, better way to run rudder lines without compromising the water tight aft. Any suggestions?
