Charlie,
Well, you ain't gonna like my answer. Try one coat and sand with 150. Or better yet do a coat and sand with a fairing board. You'll have to level the highs and fill the lows as you go. Once you get even results with the fairing board, you could carry on with 220 grit on the ROS.
