Wheat flour ought to work just fine. While I haven't used it myself, I do know of one excellent builder who uses it to lighten up his wood flour dookie-schmutz for improved color matching. (I've been waiting for him to chime in, but got impatient, as usual.)
Strengthwise, consider it the equal of wood flour. And as long as it is encapsulated in epoxy, it ought not attract ants.
