repair varnish checking?

I've used my 17 lt chesapeake these last three years here in Maine. Today went to get it ready - touch up etc. and noticed that the varnish on my top deck had checked all over the place. (varnish on top of epoxy). The sides are painted - no problem. I tried sanding, but the check is all the way to the epoxy. How do I deal with this- light sand and varnish?, strip sand- epoxy and varnish, varnish removal chemical-sand-varnish?

I'd appreciate any ideas. I'm trying to avoid paint. Kayak was stored in an open shed out of moisture, but the temp gets down to -25 for a while.
