Your scout leader sounds a little too hard-core for me. I have to agree with the boots thing though. I always wear full leathers, though I have occasionally considered lighter-weight. For me, weight isn't the real issue though, so I keep my boots. Besides, they keep me dry longer, which is worth their weight in gold from my perspective.
I never go out without a certain amount of gear, including med-kit, knife, bandana, and a couple of other essentials. The rest is gravy though because the stuff I always carry is the only stuff I need to build myself shelter, get food, etc. I generally carry other stuff too, but I know I don't have to have it to survive. That's the key.
