The Tiller Thing

How does the tiller work... or maybe I ought to be asking, how do you work the tiller??
I saw a tiller-operated rudder system in a Pax 18 at the Texas Kayak Builders' Bash last May 22 in Dallas, and never could figger out how it might be used. Never got to paddle that boat, dang it!!
