varnishing strangeness

Hey all, long time lurker, first time poster. Yesterday I applied the second coat of varnish (Z-spar captain's varnish) on the deck of my chesapeake 17 and this morning I noticed some weird patterns in some spots where the varnish looks like it crinkled together. I tried gently sanding with 400grit with no success. It appears the varnish in these areas is still plyable and sanding causes more and more to peel off. Any ideas what caused this to happen and what I should do about it?
