I think it has to do with the thickness of the film of varnish. This happen to me a little on a sailboat door I made. I was varnishing the door laying flat so I was laying it on pretty thick. I guess I should have let it dry a little longer considering the heavy coats. Just let it dry a few days a the sand it out. Oh, I was using Schooner varnish.
