Glassing Deck question...

At step of glassing deck. MC book says to put tape along the sheer line to prevent drips. I did that (sheer line is where deck meets side). Now instructions say that the fiberglass overhangs the sides 1 inch or so. Does that mean I am to run epoxy on the 1 inch overhang and epoxy the fiberglass over my tape? Help me I am confused. What is supposed to happed on these edges with the tape and the overhang?
