Brad,
You have to get 99% of the dust off prior to tack rag.
I didn't use Hi Build, but had plenty of dust from normal primer.
I used my Shop Vac with the soft brush attachment right on the boat. Watch that the exhaust doesn't stir up even more dust.
Then wet down the floor around the boat and tack.
Remember to wear at least a paper dust mask.
