When a kayak is still the center of rotation is roughly under the paddler. When it starts moving, the center of rotation moves forward, the faster you go, the further forward it moves. That is why the back half of a sweep stroke is more effective at speed than the front half, it has a much longer arm of leverage. The same holds true for a rudder in the back vs a rudder in the front.
