Another issue with the luan that I have seen is that the outer plys are quite thin compared to good marine ply where the plys are all equal thickness. I work in the flooring biz where luan was popular for underlayment. After too many failures (voids, interior glue between the plys, etc) most flooring manufacturers do not recommend luan anymore. I would not use it in a boat. Only grade stamped marine ply for me. (And yes I have heard the stories about quality issues even in BS1088).
