Error in the great book?

I really hope I'm wrong, but I'm working on page 136 of the Hawk book, I've drilled the holes in my bulk head....

And then I open the pack of hardware to find my eyelets for the back band....There are none!! And the instructions included with the back band are totally different. Please tell me that I dont have holes in my bulk head for no reason CLC. And please tell me that I followed the good book and all is as it should be. But I have no eyelets.
