You can fix a cable to the board and raise and lower it from the cockpit. It doesn't have to be on a pivot to be raised and lowered by cable or rope. One of our paddlers up here has a skeg that goes straight down thru the hull. At the very bottom position, it pivots and is a rudder. Randy
