Just make the risers higher. Making them longer will yield the stiffness needed as they get higher.

The original Thames Wherries on which the Annapolis Wherry is based had a similar problem, which they solved with tall and distinctively flared oarlocks. I don't think the Annapolis Wherry's risers need to be that tall, but it gives you the idea.
