Whatever kayak you get you will have to do a wet exit when you need to if you can't roll. For someone who isn't tall the CLCShearwater is an excellent choice because your paddle blade will clear the deck more easily than the CLC/Pygmy designs . The Shearwater 16 is an excellent choice,,you might investigate methods of building the kayak so that the forward bulkhead can be installed a few inches further aft as the space beyond your feet in the cockpit is space you could enclose in the bulkhead thereby reducing water that you have to remove in a rescue.
