wet sanding varnish

I've been wet sanding between coats of varnish. It looks to me like i'm completely sanding the varnish off b/t applications just to get rid of dust bunnies. Is it possible that a quick wet sanding or rub down with a 000 scrubber will take off a thin coat of varnish? The surface is as dull as it was when naked epoxy. My real question is, how many coats varinish do I really need for U.V. protection? So close yet so far...
