Actually, on those little 14s I like to build, I camber the deck quite a bit to accomodate larger feet. I haven't cracked a 6mm rim yet, but it's quite likely I will. A double layer of glassed 3 mm should do quite nicely and be easy to bend.

You're right, 6 mm is expensive. Laminating the rare part that requires thicker plywood is not that time-consuming.
