Bulkheads

I'm new to building Kayaks so this maybe a stupid question.In the CLC catalog they advertise 3"x24"x24" minicel foam for bulkheads.Is this bonded onto the plywood.Is this for a better seal when installing the deck.Started my Chesapeake 17 last night,was a little scary,since I have been a lab. tech. most of my life.
