for going over chines I just used a 12" 2x4 with a sheet of 80 grit wrapped around it. Flexible boards are useful for large areas of filler needing sanding down. For the chines any straight section of wood will work. It's irrelevent whether the exposed veneers are even or not,,and most likely won't be since a very slight unevenness in how the edges of the panels met up will cause different layers to be exposed. This is where people using a ROS for the first time put divots into the chines.
