Jugs of water make pretty good ballast, though they may shift around a bit. Sand bags might be more stable. I once used one of those plastic bladders for the box wines. It holds more than 4 litres.

And no comments from the wine snobs out there. I like my cheap box wines. Who cares if the vintage is "last week?"
