I like Frank's idea to split the ballast fore and aft. Then find the best balance point by experimenting.
Here is my thinking.
A well-balanced kayak turns into the wind ("weathercocks"). It's a safety thing. But if weathercocking is excessive, it is very tiring.
The more weight you put forward, the stronger the weathercocking will be, and the more tiring it will be. In my tupperyak double, if I were to put the heavier paddler forward...ok, fine, if I were put myself forward...and the young'n aft, the boat would be as unpaddlable as a box of Terry's wine.
