David,
The Va Beach environment shouldn't be too difficult. Moisture would be your biggest problem I'd guess.
Moisture/condensation happens - can't stop it. But we can help it dry out ASAP, before it can creep in and cause damage/rot.
That's why I'm leery of air tight wraps and boatbags for storage. They generate condensation on their inside surfaces, and trap it by preventing air circulation.
I'd still go for your little plywood lean-to in the shade.
