I believe the stock Feathercraft rudder installation kit includes a mahagony riser to hold the plastic rudder stop. If you glue this block far enough back but still hold the rudder you can use a 12" long drill bit to drill through the block and through the deck using it as an exit point for the rudder cables. With the long drill bit you aren't likely to scar the deck with the drill chuck.
This isn't what you asked but it's the same idea as some wood wedges with holes drilled through them and the deck.
