Can't bend deck properly

Hi all,

I'm building the Mill Creek 13, and cannot make the forward deck "roll on to" the sheer clamps. The back half of the deck fit perfectly, but the forward section simply can not/will not curve over the bulkhead and attach to the sheer clamps. I've used ropes to try to force the piece into shape as well as 300 pounds of human muscle... I'm building from the kit, so the parts are cut correctly. This is my 5th boat, so I've got some experience. I'm an engineer, and I'd be surprised if the boat is off by more than an eighth on any given measurement... What am I missing?
