You might consider using one of those new synthetic steelwool replacements. The very fine (red) pads will just scuff the surface of the old varnish layer, without removing too much, and provide just about the right amount of "bite" to hold the next layer. of course, you need to clean the sanding dust carefully afterwards (vacuum and tack cloth). I've used this varnishing the companionway boards of my sailboat and it worked well. Bert
