If it wwere me, I'd cut a small mouse hole in the bulkhead, and drain the compartment that way. Cut it tapered like you do a jack-o-lantern lid, so you can stuff the plug back in afterwards.
I'd leave it as a permanent feature at least until I had hatches to work with. There's something about permanently sealed compartments that give me the willies.
You're liable to have problems grabbing the plug out after it's been stuffed into the hole. Maybe drill a hole through the plug and insert a short length of small rope with stop knots on the ends to make a pull handle?
Be careful with that Guilly in closely packed wave action. It has next to no volume in its bow, and will perl big time. You don't even want to know what happens after that in Galveston surf.
