Bob, When it comes to woodworking, everone has differnent approaches. Here's what I would do.
After marking the curve on the ends, I would rough it out with a rasp and finish by sanding. Tape a sheet of 80-grit to the deck, gritty side up, and rub the block fore and aft on it until done. It might be good to screw a temporary handle to the block for this, so you can use both hands, and prevent it rolling fore and aft.
If you dont have a suitable rasp, you can make a series of sawcuts perpendicular to the surface, and chisel out some wood. Or you could just do the whole thing by sanding.
