dimply varnish

So I recently put on a coat a varnish and was surprised to see that it had gotten all dimply, instead of smooth. I went to sand and with 400g wet paper was unable to completely sand off all the varnish down to the level of the dimples so (perhaps in error) I put on another coat and, lo and behold, got the same result. This was supposed to be my last coat (#4). What causes this and how do I prevent it from happening again? Could it be that the varnish was too thick? I guess some mineral spirits could take care of that but then I run the risk of runs
