Deck Beam Install

Regarding my Chesapeake 17 construction, I am confused about when to install the deck beams. Wouldn't it make sense to install the deck beams and through-hull screws before you glass the hull? For that matter, am I supposed to plane the shear clamps after i've installed the hull glass?
