Untaped Fillets

I'm working on an Eastport Pram kit, and I'm almost to the point where I have to start adding fillets (for the transoms). These fillets have to be relatively strong since they won't be reinforced with fiberglass tape. What is the prefered filler mixture for making these fillets?
I've mixed up epoxy with wood flour to a peanut-butter thickness, but it has a pretty rough texture. The denatured alcohol trick from the manual helps, but it still needs sanding. Is there a better filler or combination of fillers that results in a smooth, strong and relatively sandable fillet?
