Another consideration when painting in the basement is the clothes dryer (I know there are issues with the dryer and epoxy). I like using enamels even for wall paint as it lasts so much longer than latex and the extra clean-up is not that bad. I've found though, that if we run our gas dryer anytime shortly after application, even with lots of window ventilation, the clothes come out smelling really bad. I had a little bit of this when I varnished also.
