Much the same reason cars and furniture are clear-coated. The clear coat will often enhance the appearance of the color coat in terms of depth. Also, and more importantly, the varnish will adhere to the paint pretty well where paint often does not adhere well to clear coats making the finish much more susceptible to scuffs and abrasion. Don't think that's true ....try stripping paint from a garage sale furniture find that has been painted on raw wood and one that has painted over varnish and see which one has you tearing your hair out.
