For a boat meant to be built very quickly, butt blocks are the right approach. Not necessarily "quick-and-dirty"; perhaps "quick-and-clean" is the phrase.
Scarf joints are better in most ways but require epoxy glue and careful clamping, and those things aren't really in the spirit of a Peace Canoe. If you had time to cut scarf joints, I'd certainly advocate that!
