One other comment. If you only want a fixed position ferule, just make one diameter and fix the ferule on one end of the paddle, making the free end seat over the other end of the paddle, instead of making two different diameter (inner) ferule sections. Or, if you really want symmetric length on your paddle ends, lay it up just like you would a single, except use a 3/4 inch pvc pipe for the inner diameter of one ferule section and 1 inch pvc pipe for the larger inner diamter.
