Darren,
I used a single layer on the one I built. I just dug out my 17LT manual and I don't see anything in it about 2 layers of glass tape on the seams. Check again to make sure that you're not getting confused by something.
2 layers would be strong enough for a power boat, certainly overkill for a kayak.
