You will indeed have problems staining the wood over epoxy. In fact, you can't do it - unless you sand off all the epoxy first. Not fun. However . . . you wanted the rails to be finished "bright" so there's no problem! You've already done that, by coating the wood with epoxy. Now all you need to do is to cover that with some varnish (or some other clear wood finish) that has UV blockers, because epoxy has none and will quickly degrade in the sun. The more coats of varnish, the shinier it will get. Check out the finishing section of the tips page for hints on varnishing.
