I have some brass rub rail that I'd like to attach to the Pocketship rub rail. It weighs about 15 lbs. So less than 10 lbs per rub rail.
Since it's symetrical on the hull and not too high up, would it compromise stability? Require additional ballast? Or would it be neutral to sailing perfomance?

You're not going to notice it. The boat is designed to displace 800 lbs with 270 lbs ballast. I was aboard the #1 PocketShip during a race a few years ago. The ballast had been removed for better acceleration. We climbed onto the cabin roof during the event with no adverse effects.
15 lbs won't even be seen.
